5X     - Alan, G3XAQ will be active again as  5X1XA from  Kampala, Uganda on
         12-28 November. He will operate CW only and will participate in the
         CQ WW DX CW Contest.  QSL via G3SWH (OQRS on www.g3swh.org.uk)  and

7X     - Special  callsign  7U62AR  will  be  active  from  31 October  to 6
         November to  commemorate  the  62nd  anniversary  of  the  Algerian
         Revolution thet  led  to  Algeria  gaining  its  independence  from
         France. QSL via SM4VPZ (direct).
CO     - Nelson, CO8NDZ and a large group of  operators will  be  active  as
         CO0CB from 28 October to 1 November on  10,  15,  17,  20,  40,  80
         metres CW, SSB and other modes. The station will be located at Cayo
         Bariay, where Christopher Columbus first made landfall in Cuba  (28
         October 1492). QSL via CO8NDZ (direct) and LoTW.
DL     - DK6HM, DL1MRD, DL4APT and DM4DL will be active as DR0F from Neuwerk
         Island (EU-127)  on  28-31 October, CQ WW DX SSB Contest  included.

DU     - Tom, KC0W will be active as 4I7COW from the Philippines between  26
         October and 25 November.  QSL via  home call, direct only  (he does
         not use LoTW). Logsearch on Club Log.
E5_sc  - Roly, ZL1BQD will be active as E51RR from Rarotonga (OC-013), South
         Cook Islands from 29 October to 25 November.  He will operate  JT65
         and JT9 with some CW mainly on 40, 20 and 15 metres.  QSL direct to

H4     - Bernhard, DL2GAC will be back to the Solomon Islands and be  active
         as H44MS from 29 October "until some time in 2017". QSL via DL2GAC,

HA     - Special callsigns  HA43QRP  and HG43QRP,  as well as  several other
         HG43 and HA43 stations, will be active on 1-7 November for the 43rd
         HA-QRP Activity Contest organized  by the Hungarian  Radio  Amateur

HH     - Jim, HH2/VA3MPG has been in Haiti since  November 2015 and will  be
         terminating his mission  on 27 November.  Usually he can be QRV  in
         his limited spare time after 21 UTC, but has plans to spend most of
         his time on the air from 29 October to 7 November as he will be  on
         leave from work. He will operate  SSB, JT65 and PSK31 on 40, 20, 15
         and  10 metres.  QSL via VE3NLS (direct), LoTW,  Club Log and eQSL.

HI     - Mike, OE3MZC will be active as KW4XC/HI9 from Las Terrenas (NA-096)
         Dominican Republic  from 26 October to 6 November.  He will be  QRV
         mainly on  40, 20,  15  and  10  metres SSB, with  planned activity
         during the CQ WW DX SSB Contest.  QSL via OE3MZC, bureau preferred.

HR     - John, AD8J will be active holiday style as AD8J/HR9 from the island
         of Guanaja (NA-057), Honduras from  30 October to 12 November.  QSL
         direct to home call.
I      - Special event station  II5ALL will be  active from  29 October to 6
         November to commemorate the 50th anniversary of the devasting flood
         ("alluvione") of the river Arno in Florence and other locations  in
         Tuscany.  QSL via IW5EIJ, bureau or direct.  A certificate  will be

J6     - J68OC (AA4OC), J68KF (N7BF), J68MT (WT4BT), J68ABM (W6ABM), J6/NX8G
         and J6/AK5SD will be QRV from  St Lucia (NA-108) on  5-12 November.
         They will operate SSB, CW and  digital modes on  80-10 metres.  See

PA     - Rene, PD2RKG  will  be  active  as  PD75JEEP on  3-30  November  to
         celebrate the 75th anniversary of the Jeep brand. QSL via bureau to
         PD2RKG.
PJ2    - Maarten, PA3EYC will operate mainly CW as  PJ2/PA3EYC from  Curacao
         (SA-099) on  10-22 November.  All QSOs will be  confirmed  via  the

PJ7    - Felix, HB9FLX  will  be  active  as  PJ7/HB9FLX  from  Sint Maarten
         (NA-105)  from  26 October to 4 November.  He will operate SSB  and
         digital modes  on 40, 20,  17, 15 and 10 metres, inclding  activity
         during  the  CQ WW DX SSB Contest.  QSL  via home  call, direct  or
         bureau.
PY     - A team of seven  (PU2KFL, PU2LEW, PU2UTY, PY2ALC, PY2GTA, PY2HP and
         PY2XIZ) will  be  active as  ZV2TA from  Ilha do Tamandua (SA-028).
         They plan to operate  SSB,  CW and  digital modes on 80, 40, 20, 15
         and 10 metres from around 11 UTC on 19 November until around 14 UTC
         on 20 November. QSL via PY2XIZ, direct or bureau, and LoTW.
PY0F   - Martin, LU9EFO will  be  active  as  PY0F/LU9EFO from  Fernando  de
         Noronha (SA-003) on 7-14 November.  He will operate  SSB on the  HF

VK     - Special event callsign VI4SEA will be  active on  1-9 November  "to
         commemorate the gallant officers and sailors of the Australian  and
         German Navies" who fought in the naval action  between  HMAS Sydney
         and SMS Emden off the Cocos Keeling Islands on 9 November 1914. QSL

XU     - Suggested frequencies for the  4-13 November  XU7MDC DXpedition  to
         Cambodia  [425DXN 1303] are:  1826.5,  3505,  7005,  10105,  14025,
         18075, 21025, 24895 and 28025 kHz (CW); 1840,  3799,  7080,  14200,
         18145, 21295, 24950 and 28470 kHz (SSB); 3600, 7040, 10140,  14085,
         18100, 21080, 24930 and 28085 kHz  (RTTY).  A large  multi-national
         team will operate several stations at the same time. QSL via IK2VUC

YB     - Burkhard, DL3KZA  and  Amiruddin, YB9IPY/8 will be  active as  YB8/

ZF     - Yuki, JH1NBN will participate in the  CQ WW DX SSB Contest as  ZF1A
         from the Cayman Islands (NA-016) along with ZF2AH; then he will  be

30 EUDXF AWARD --> Joining the celebrations for the 30th anniversary of  the
European  DX  Foundation  are  II3EUDX  from  Sardinia (QSL via IS0AGY)  and
LA30EUDXF from Norway (QSL via PA1AW). Information  on the  "30 EUDXF Award"
for working these and other special callsigns: www.eudxf.eu/eudxf30-award/.

FRIENDS OF IOTA UPDATE ---> The Friends of IOTA appeal  "has now reached GBP
17,360 on its way to our initial  target of  GBP 25,000 needed  to bring  to
fruition the paperless QSLing project",  Roger Balister (G3KMA) reported  on
the IOTA website on 23 October.
   "We have to thank 182 contributors in 36 countries for  their generosity.
   It is just a matter now of one more push to reach the target.
   Enhancements to the existing IT in  July have  seen  two  thirds  of  new
   applicants using the Club Log  paperless QSLing  option  for all or  most
   credits claimed, and well over half of  all submissions  are using it  to
   some degree. Overall some 36% of all credits claimed since early July are
   QSO matches.
   This continues to make  huge  savings  for  applicants  which  will  grow
   rapidly as we expand the list of activations in the paperless QSLing pool
   and bring online the complete IOTA rewrite late next Spring".

R3CA/# OQRS ---> The OQRS for R3CA/8, R3CA/9 and R3CA/0 is now available  on
Club Log: https://secure.clublog.org/logsearch/R3CA_8_9_0 (5,034 QSOs logged
between  5 March and  10 May 2016 during  "The Great Northern Route"  Arctic
expedition).  The  IOTA  operations  from eight  different  groups  (AS-005,
AS-038,  AS-068,  AS-070,  AS-104,  AS-152,  AS-163  and  AS-164) have  been
validated, and three islands have been added to the list: Begichevskaya Kosa
(AS-068), Bera (AS-104) and  Kolchak (AKA Rastorguyeva, AS-104).  All direct
and bureau QSL requests through  OQRS will be  processed by  Victor, UA3AKO.
All traditional direct QSL requests sent to Yuri, UA9OBA will be replied (do
not duplicate your request via OQRS).

T31W CANCELLED ---> The Perseverance DX Group (www.t31w.com) was planning to
spend 15 days on Kanton Island during October 2017 [425DXN 1320], but  "with
the recent activation of T31 by a  small European team", the  team announced
on 24 October, the T31W DXpedition has been cancelled:
   "As you may recall, we announced  our  intention  to  activate  T31, Most
   Wanted Number 16, in March, 2016. We began building the team, applied for
   a license, secured a boat capable of safely transporting 12 operators and
   submitted documentation  for  visas.  Additionally, banking  arrangements
   were made, a Limited Liability Company was formed, we opened the  website
   and  documents  were  submitted  by  the  team members.  In other  words,
   significant time  and effort  were  expended by  the  team, including  an
   outlay of money.
   Seven months after we announced T31W a 3 man team  from Europe  activated
   T31 and made a total of 30,000 QSOs.  Of the total, 5,000 QSOs were  with
   Europe where T31 is one of the most  needed entities.  Subsequently, they
   announced their intention to  return to  T31 in 2017  to  finish the job.
   Based on these events it makes  no  sense  for us  to commit  personal or
   donated funds to continue the project.
   When  the  news of this recent T31 activation became public we considered
   switching to one of two  back-up DXCC  entities.  One that we've been  in
   discussions with the  governing  agencies  for over 2 years,  and another
   that  recently  came  into  view.   These  alternatives  are still  under
   consideration.

TQSL 2.3 ---> A new version of TQSL (v2.3) is now available for install. The
primary changes are additional local language translations and  a rewrite of
the callsign certificate request handling to eliminate the confusing signed/
unsigned request questions. NOTE: there is a  defect in the Windows  version
of  TQSL 2.2.2 that  when it offers  to upgrade, prevents  that upgrade from
working correctly. If you encounter this, to update to TQSL 2.3 you need  to
manually  download  the  update (http://www.arrl.org/tqsl-download) and then
install it.

+ SILENT KEY + Dr. Lutz D. Schmadel, DK8UH passed away on  21 October.  Born
in 1942, he was an astronomer whose special interest  was the astrometry  of
minor planets. "Lutz's landmark  contributions to science  are numerous, and
his  scientific  persona  was  greater  than  life",  says   Cezar,  VE3LYC.
"Throughout the years, he was also a very passionate radio amateur, who fell
hard in love with the  IOTA Programme.  As a Board  member of the  German DX
Foundation, Lutz  was a  staunch  supporter of  IOTA activities,  and behind
every single operation who received GDXF funding. The IOTA community lost an
extremely passionate, fiercely supportive, and generous advocate".

         12-28 November. He will operate CW only and will participate in the

7X     - Special  callsign  7U62AR  will  be  active  from  31 October  to 6
         November to  commemorate  the  62nd  anniversary  of  the  Algerian
         Revolution thet  led  to  Algeria  gaining  its  independence  from

CO     - Nelson, CO8NDZ and a large group of  operators will  be  active  as
         CO0CB from 28 October to 1 November on  10,  15,  17,  20,  40,  80
         metres CW, SSB and other modes. The station will be located at Cayo
         Bariay, where Christopher Columbus first made landfall in Cuba  (28

DL     - DK6HM, DL1MRD, DL4APT and DM4DL will be active as DR0F from Neuwerk
         Island (EU-127)  on  28-31 October, CQ WW DX SSB Contest  included.

         his limited spare time after 21 UTC, but has plans to spend most of
         his time on the air from 29 October to 7 November as he will be  on
         leave from work. He will operate  SSB, JT65 and PSK31 on 40, 20, 15

I      - Special event station  II5ALL will be  active from  29 October to 6
         November to commemorate the 50th anniversary of the devasting flood
         ("alluvione") of the river Arno in Florence and other locations  in

PY     - A team of seven  (PU2KFL, PU2LEW, PU2UTY, PY2ALC, PY2GTA, PY2HP and
         PY2XIZ) will  be  active as  ZV2TA from  Ilha do Tamandua (SA-028).
         They plan to operate  SSB,  CW and  digital modes on 80, 40, 20, 15
         and 10 metres from around 11 UTC on 19 November until around 14 UTC

PY0F   - Martin, LU9EFO will  be  active  as  PY0F/LU9EFO from  Fernando  de
         Noronha (SA-003) on 7-14 November.  He will operate  SSB on the  HF

VK     - Special event callsign VI4SEA will be  active on  1-9 November  "to
         commemorate the gallant officers and sailors of the Australian  and
         German Navies" who fought in the naval action  between  HMAS Sydney

XU     - Suggested frequencies for the  4-13 November  XU7MDC DXpedition  to

30 EUDXF AWARD --> Joining the celebrations for the 30th anniversary of  the
European  DX  Foundation  are  II3EUDX  from  Sardinia (QSL via IS0AGY)  and
LA30EUDXF from Norway (QSL via PA1AW). Information  on the  "30 EUDXF Award"
for working these and other special callsigns: www.eudxf.eu/eudxf30-award/.

FRIENDS OF IOTA UPDATE ---> The Friends of IOTA appeal  "has now reached GBP
17,360 on its way to our initial  target of  GBP 25,000 needed  to bring  to
fruition the paperless QSLing project",  Roger Balister (G3KMA) reported  on
the IOTA website on 23 October.
   "We have to thank 182 contributors in 36 countries for  their generosity.
   It is just a matter now of one more push to reach the target.
   Enhancements to the existing IT in  July have  seen  two  thirds  of  new
   applicants using the Club Log  paperless QSLing  option  for all or  most
   credits claimed, and well over half of  all submissions  are using it  to
   some degree. Overall some 36% of all credits claimed since early July are
   QSO matches.
   This continues to make  huge  savings  for  applicants  which  will  grow
   rapidly as we expand the list of activations in the paperless QSLing pool
   and bring online the complete IOTA rewrite late next Spring".

R3CA/# OQRS ---> The OQRS for R3CA/8, R3CA/9 and R3CA/0 is now available  on
between  5 March and  10 May 2016 during  "The Great Northern Route"  Arctic
expedition).  The  IOTA  operations  from eight  different  groups  (AS-005,
AS-038,  AS-068,  AS-070,  AS-104,  AS-152,  AS-163  and  AS-164) have  been
validated, and three islands have been added to the list: Begichevskaya Kosa
(AS-068), Bera (AS-104) and  Kolchak (AKA Rastorguyeva, AS-104).  All direct
and bureau QSL requests through  OQRS will be  processed by  Victor, UA3AKO.
All traditional direct QSL requests sent to Yuri, UA9OBA will be replied (do
not duplicate your request via OQRS).

T31W CANCELLED ---> The Perseverance DX Group (www.t31w.com) was planning to
spend 15 days on Kanton Island during October 2017 [425DXN 1320], but  "with
the recent activation of T31 by a  small European team", the  team announced
on 24 October, the T31W DXpedition has been cancelled:
   "As you may recall, we announced  our  intention  to  activate  T31, Most
   Wanted Number 16, in March, 2016. We began building the team, applied for
   a license, secured a boat capable of safely transporting 12 operators and
   submitted documentation  for  visas.  Additionally, banking  arrangements
   were made, a Limited Liability Company was formed, we opened the  website
   and  documents  were  submitted  by  the  team members.  In other  words,
   significant time  and effort  were  expended by  the  team, including  an
   outlay of money.
   Seven months after we announced T31W a 3 man team  from Europe  activated
   T31 and made a total of 30,000 QSOs.  Of the total, 5,000 QSOs were  with
   Europe where T31 is one of the most  needed entities.  Subsequently, they
   announced their intention to  return to  T31 in 2017  to  finish the job.
   Based on these events it makes  no  sense  for us  to commit  personal or
   donated funds to continue the project.
   When  the  news of this recent T31 activation became public we considered
   switching to one of two  back-up DXCC  entities.  One that we've been  in
   discussions with the  governing  agencies  for over 2 years,  and another
   that  recently  came  into  view.   These  alternatives  are still  under
   consideration.
   We  thank  the  DX  community  for  their  past  support of our projects;
   donations made to T31W will be refunded over the next 30 days.  Questions

TQSL 2.3 ---> A new version of TQSL (v2.3) is now available for install. The
primary changes are additional local language translations and  a rewrite of
the callsign certificate request handling to eliminate the confusing signed/
unsigned request questions. NOTE: there is a  defect in the Windows  version
of  TQSL 2.2.2 that  when it offers  to upgrade, prevents  that upgrade from
working correctly. If you encounter this, to update to TQSL 2.3 you need  to
manually  download  the  update (http://www.arrl.org/tqsl-download) and then
install it.

+ SILENT KEY + Dr. Lutz D. Schmadel, DK8UH passed away on  21 October.  Born
in 1942, he was an astronomer whose special interest  was the astrometry  of
minor planets. "Lutz's landmark  contributions to science  are numerous, and
his  scientific  persona  was  greater  than  life",  says   Cezar,  VE3LYC.
"Throughout the years, he was also a very passionate radio amateur, who fell
hard in love with the  IOTA Programme.  As a Board  member of the  German DX
Foundation, Lutz  was a  staunch  supporter of  IOTA activities,  and behind
every single operation who received GDXF funding. The IOTA community lost an
extremely passionate, fiercely supportive, and generous advocate".
