HUNGARY ---> Effective 25 May 2006, amateur radio regulations in Hungary have
changed significantly, in many respects breaking with age-long traditions,
Chris (HA5X) reports. Key changes that also affect the international amateur
radio community are as follows:
* ECC REC (05)06 on the "CEPT Novice Licence" is implemented. Foreign
visitors holding a "CEPT Novice Licence" can now work in Hungary using
HA/home call. The CEPT Novice licence grants access to 160m, 80m, 40m, 15m,
10m, 2m, 70cm and 23cm bands, with reduced power levels. Please look up
   rules before operating!
* Morse-code is no longer a requirement, VHF licencees can start using HF
bands, without changing their HG callsigns. A 6 WPM Morse proficiency exam
is still necessary to make CW QSOs, unless the CW QSO is between two
   computers.
* Geographic call area numbers no longer exist in callsigns.
* Callsign rules simplified, thus allowing for a wider choice of
   possibilities.
* A new, simplified entry level exam and licence will be introduced for
youngsters and seniors later this year.
* Earlier licence levels consolidated into two: "CEPT Novice" and "CEPT". All
existing licencees get more privileges with this change.
