Viktoriya Island the desert Arctic island in the Barents Sea located between the archipelagoes of Franz Josef Land and Spitsbergen. Viktoriya Island is at distance about 60 km to the East from the Norwegian island White and approximately in 160 km to the West from Mary Hemsuort's Cape on Aleksandra's (FJL) Earth, island coordinates 80 05-12'N/36 30 -37 10E. Administratively Viktoriya Island is a part of Primorsky district of the Arkhangelsk region of the Russian Federation and is the most northwest Russian territory. Island length is about 5 km, width is 2,5 km. Viktoriya Island is one of the "islands - ice caps", the most part of its territory occupies a glacial dome up to 150 m high.
The island was opened on July 20, 1898 by the Norwegian captains Johannes Nilsen and Ludvig Bernard Sebulonsen. Next day the island was noticed by P. V. Nielsen, the captain of the steam yacht "Victoria", it is called in honor of the vessel whose owner was the British traveler Arnold Payk. As the island layed outside of the polar Norway boundaries fixed by the contract about Spitsbergen of 1920 it was considered as the neutral earth until the USSR declared the rights for it and for Franz Josef Land by the Resolution of Presidium of the Central Election Commission of the USSR of April 15, 1926 which officially established borders of polar possession of the USSR. In September, 1932, after the 6-year territorial dispute with Norway, the island was recognized as the territory of the USSR and included in structure of RSFSR. Since November 1, 1959 the polar station "Viktoriya Island" operated on the island. It was served by several employees. On April 1, 1994 the station was preserved. Since 1985 prior to the beginning of the 90th the radar station of troops of air defense was placed on the island. There are rookeries of walruses on Viktoriya, polar bears and from birds - a white seagull. It was planned that the island will be a part of national park "Russian Arctic" (FJL), but as a result it wasn't included.
Geographically Viktoriya Island isn't a part of the Franz Josef Land Archipelago, but in radio amateur aspect according to the DXCC program Viktoriya island counts as the "country" (entity) FRANZ JOSEF LAND (FJL). In 1985-1990 UA1O/UA0BCA was active from the island, who later in 1991-1994 used the 4K2BCA callsign. Within the last months of the station functioning the R1FJV callsign was used. In April, 1994 the polar station "Viktoriya Island" was closed, and employees were evacuated on FJL. Since then Viktoriya Island keeps radio silence on the air.
The first interest to Viktoriya Island as to the separate island for the IOTA program belongs to the end of the 1980th. The new expanded list of the Russian islands for IOTA was forming at that time in which the basin principle of reference of islands to the seas extended depending on territorial and administrative belonging of islands to the Russian regions was formed. Despite quite significant total area of the island (about 10,8 sq.km) on many popular maps the island wasn't displayed.
On various maps where the island was designated, distance to the next Russian land (Mary Hemsuort's cape on the lake Aleksandra's Earth in the arch. Franz Josef Land) strongly differed and wasn't exact. The analysis of sea charts didn't allow to be convinced unambiguously that removal from Viktoriya Island from the other island is not less than 100 statute miles that makes ~160 km. Even in the official reply of Head Department of Navigation and Oceanography two different options of calculation appeared in rectangular and spherical coordinates different values turned out. If the distance was specified in one system of geographical coordinates over 160 km, then in another made about 159 km that didn't allow allocating Viktoriya to the certain remote island by the IOTA rules. Several hundred meters weren't enough literally. It were the long and careful researches conducted by G3KMA and UA9OBA.
Only in 2014 when the IOTA rules were changed and the minimum distance in 150 km (E5.3 point) was established, according to the application of Russian Robinson Club two new groups were added to the world list of groups of islands: in the Asian part - AS-203 (Shelikhova Bay Group), and in the European part EU-190 (Viktoriya Island). Thus, now Viktoriya Island has the status of the certain remote island and can be activated for the world IOTA community. After activation by the new rules IOTA also the previous activities from the island will also be counted.
Now Viktoriya Island remains the last IOTA NEW ONE in Russia. At the same time in the world remained only two never activated islands remain from the 11 of the new island groups added in 2014 at a conference in Great Britain dated for the 50 anniversary of the international IOTA program. The RI1F team plans at the end of September the beginning of October to conduct an expedition on the sea yacht and to present Viktoriya Island on the air for the IOTA/DX world radio amateur community.

We begin to go in for logistics and transfer of all the equipment to Murmansk.
R9LR plans to take VHF EME set with him for tropo and moon operation from the island as the October 4-5-6 should be good for it.
Bevereges (160-80) for three directions are prepared.

May 18, 2017 . Three days ago the AURORA yacht left dock, prepared for our campaign and further for a global cruise. Now the yacht already left in a campaign and is in Helsinki. The photos of the updated AURORA are avaliable in the photo folder.

September 5, 2017 The expedition had another partner, the Russian company, the manufacturer of equipment for various climate NOVATEX. The company provided us with four GRAYLING costumes for a test in the Arctic climate, a jacket plus trousers PANCHAT AUTUMN NEW and SKAT AUTUMN. The first fitting provokes positive sensations from the quality of the material. Comfortable costumes with thought over trifles. In the report of the expedition we will necessarily give detailed information about this brand of clothing.
September 5, 2017 The last portion of HF equipment, clothes and other junk has been sent to Murmansk. Elecraft K3 transceiver, RIG Expert interface, AA-170 SWR meter, power supplies, IC-706MKIIG transceiver, Expert 1,3KF amplifier, two MB1 SDR transceivers and MCHF QRP transceiver will be delivered to Murmansk by UA9LDD in his luggage. VHF/UHF equipment will be sent by Vladimir R9LR on Sept, 8-th 2017.

September 25, 2017 The team members have arrived to Murmansk. Team is now complete and we are expecting the yacht. All is going on according to a plan.

I hope that on following weeks we will manage to restore data from the drowned computer and we will have the full Victoria Island's expedition log.
Then it will be possible to finaly conclude ouexpedition. As for today 16 people could fulfil the conditions of our plaque (they have already been sent to your addresses).
A lot of requests are still coming from those who would like to buy it.
There are many amateurs who were simply not lucky enough because of the propogation, our wrong ears, lack of time on both sides e.t.c.
Therefore we decided to organize the issue of electronic diplomas devoted to our campaig on the HAMLOG.RU in the Arctic's Legends project.
It's rules are simple:
